The meeting began with the Pledge to the Flag.
REPORTS
Mayor Fixell wished everybody a very happy holiday season and a very happy and healthy new year.
Trustee Basher expressed a heartfelt thanks to the Tarrytown Police Department. In the last four weeks, there were two robberies; one at TGIF’s and one at Walgreens. The fine detective work solved both cases at a very timely fashion. He wished them much appreciation for a job well done.
PUBLIC HEARING REGARDING THE FIREFIGHTERS’ PROPERTY TAX EXEMPT LAW
Trustee Basher moved, seconded by Trustee Zollo and unanimously carried that the public hearing be opened.
PLEASE TAKE NOTICE that the Board of Trustees of the Village of Tarrytown will hold a public hearing on the 17th day of December, 2007, at 8 PM, in the Municipal Building, 21 Wildey Street, Tarrytown, New York 10591, to hear, discuss and to act upon a local law to adopt the expanded real property tax exemption for voluntary firemen pursuant to Real Property Tax Law Section 466. The complete text of this legislation follows:
A LOCAL LAW to adopt the expanded real property tax exemption for voluntary firemen passed by the New York State Legislature and signed by the Governor pursuant to Real Property Tax Law Section 466.
SECTION 1. LEGISLATIVE INTENT AND FINDINGS OF FACT.
A. Findings of Fact.
The Board of Trustees of the Village of Tarrytown has determined that the voluntary firemen who provided invaluable service to the Village of Tarrytown are entitled to the expanded 10 percent real property exemption pursuant to Real Property Tax Law Section 466.
B. Legislative Intent.
The intent of this amendment is to adopt the expanded 10 percent real property exemption pursuant to Real Property Tax Law Section 466.
SECTION 2. The Village of Tarrytown hereby adopts the expanded 10 percent real property exemption pursuant to Real Property Tax Law Section 466.
SECTION 3. EFFECTIVE DATE
This local law shall take effect immediately, as provided by law.
All interested parties are invited to attend and be heard. Access to the meeting room is available to the elderly and the handicapped. Signing is available for the hearing-
impaired; a request must be made to the Village Clerk at least five days in advance of the meeting.

Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried that the public hearing be closed.
Trustee McGovern moved, seconded by Trustee Basher, and unanimously carried that the following local law be adopted: Approved: 7-0
WHEREAS, the Board of Trustees of the Village of Tarrytown hereby adopts the offer to volunteer firemen of a 10% exemption on the assessed valuation of their homes to take effect on the town tax rolls beginning January 2009 and taking effect on the village tax rolls on June 1, 2009; and
WHEREAS, a public hearing was held for the proposed action on December 17, 2007; and
WHEREAS, a notice of public hearing was published in the Journal News on December 7, 2007; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby adopts Local Law No. 13 of 2007.

RESOLUTION AUTHORIZING THE SETTLEMENT OF THE KRAFT TAX CERTIORARI CASE
Trustee McGovern moved, seconded by Trustee Hoyt, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby authorizes the settlement of the Kraft tax certiorari case as recommended by the Village Attorney in his memorandum dated May 1, 2007.
RESOLUTION SUPPORTING THE MISSION OF THE HUDSON-FULTON-CHAMPLAIN QUADRICENTENNIAL COMMISION
Trustee Hoyt moved, seconded by Trustee Butler, and unanimously carried that the following be approved: Approved: 7-0
WHEREAS, the New York State Hudson –Fulton-Champlain Quandricentennial Commission was established under Chapter 590 of the Laws of 2002, to plan, develop, and coordinate the 400th anniversary, in 2009, of the voyages of exploration made by Henry Hudson and Samuel de Champlain as well as the 200th anniversary of Robert Fulton’s steamship voyage up the Hudson River; and
WHEREAS, these historic voyages of exploration in 1609 would change the world forever and lead to the European settlement of the New World and the innovation of steam travel and commerce in 1807, establishing the Hudson River and Lake Champlain as a corridor of trade, communication, politics and ideas, and that further, this vital nort-south corridor of water created other water links such as the Champlain and Erie Canals, which provided opportunities inland and encouraged the westward movement through these water routes; and
WHEREAS, the State and Federal governments recognize the voyages of exploration and invention to be of historical importance and significance to New York State and the nation and recognize the tradition to observe these contributions made by Hudson, Fulton, and Champlain, by commemorating these events in 2009; and
WHEREAS, as an Explore NY 400 Community, the community may use the Explore NY 400 logo, link to the Explore NY 400 website, and may be eligible for either state or federal grant money to assist in Quadricentennial planning, events, and legacy projects; and
BE IT FURTHER RESOLVED the County/City/Town/Village named below supports the mission of the Hudson-Fulton-Champlain Quadricentennial Commission, and requests designation as an Explore NY 400 Community, and will be an active partner by establishing an Explore NY 400 Committee, and will cooperate to its fullest with the Commission in making the 400th anniversary a successful historic New York State event.
RESOLUTION APPROPRIATING FUNDING FOR THE TARRYTOWN HISTORICAL SOCIETY
Trustee Hoyt moved, seconded by Trustee McGee, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby appropriates $6,000 from the fiscal year 2007-2008 budget for the support of the Tarrytown Historical Society, Inc.
RESOLUTION REGARDING A SUPPLEMENTAL ARCHITECTURAL/ENGINEERING CONSULTANT AGEEMENT
Trustee Basher moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the Supplemental Architectural/Engineering Consultant Agreement for Charles H. Sells, Inc., regarding the culvert rehabilitation for the Rehabilitation of
Neperan Road, for an amount not to exceed $79,000, for which the Village will be reimbursed 95% through State and Federal grants.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES HELD ON DECEMBER 3, 2007
Trustee McGee moved, seconded by Trustee Zollo, and unanimously carried that the following be approved: Approved: 7-0
BE IT RESOLVED that the Board of Trustees of the Village of Tarrytown hereby approves the minutes of the Regular Meeting of the Board of Trustees held on December 3, 2007 as submitted by the Village Clerk.

Trustee Basher moved, seconded by Trustee McGovern, and unanimously carried that the following resolution be approved:
RESOLVED: The following Abstract bearing No. 11, dated December 17, 2007 containing Vouchers No. 002182 through No. 002442 is hereby ordered paid in the
following amounts as presented:

The Board was polled all voting “aye” with the exception of Trustee McGee who abstained from Voucher Numbers 002293, 002387, 002388, and 002425 and Trustee Hoyt who abstained from Voucher Numbers 002234, 002406, 002407, 002278, 002426, 002308, 002310, 002311, 002429, and 002326. Motion carried 7-0.

Trustee Hoyt moved, seconded by Trustee Basher and unanimously carried, that the meeting be adjourned at 8:15 p.m.
